What actually changed
The USGA and the R&A have introduced a Model Local Rule (MLR) that gives tournament organisers - starting at the elite level, not club golf - the option to require a reduced-distance golf ball. Under the new testing parameters, a conforming ball is limited to roughly 317 (±3) yards at a swing speed of 127 mph, an 11° launch angle and 2,250 rpm of backspin: a noticeably tighter envelope than the previous standard, aimed squarely at the decades-long creep in driving distance at the top of the game.

Nothing changes for your Saturday round
This is a local rule, not a change to what's legal for recreational play. The ball in your bag right now is unaffected - the option only applies where an organiser, such as a tour or championship committee, specifically adopts it.
